When a new player appeara in YS - does it matter if you pull him right away or wait for the next day - does that affect when the next player will appear or not?

It does not matter if you pull the player from your youth school to the team or not, the next player will appear in your youth school as per schedule regardless of this. However, if you already have 20 players in your youth school, new players cannot arrive, in this case the players will be "stored" (up to 20 players can be "stored") and can only arrive to your youth school when you have less than 20 players there.

Is it common that best players you can pull are mostly from seasonal draft, especially when you are quite high in draft order? Ordinary youngsters I pull from YS are mostly with very terrible quality (far under 80 when some normality border seems to be 90 recognized) and much lower at AI than last ones in "Hot prospects" list.
Is there anything I can do for getting them better originally? (my YS is first maxed facility I have, I scout them when someone is close to 80 at quality and send better ones to u23 team for experience, upgrading facilities, so at least developing them somehow)

Yes, this is "normal". Most players you pull from your youth school will be quite poor and not useable, and unfortunately you cannot do anything about it :-(
