You will need to scout them.

If you were asking about ones in your youth school they appear with a range of 0-100 Q, 0-100 P. So if you want to only have players with 80+Q, you need to put an 80 in and if they are above 80Q the range will show "80-100" if they are below it will show "0-80". You only get so many scouting attempts though. Over time you can deduce the random numbers they give you for some insight into if the player is worth using a scouting attempt on.

If you are trying to find them on the market, if you click on the player there is a scout option at the top.
