Seems like your proposed changes are heavily skewed in favor of leagues with high manager counts. You won your league and got 1st in the playoffs, be happy with your accomplishments there’s no need to try and bring down another manger because you feel slighted on the “Most Successful Manager” list.
If you ask me you should just get rid of it all together as there is no fair way to measure success, success is relative. There are many other things in the game that need fixing before this anyways.
How do you figure? I’m genuinely curious. Your point on overall league AI average for example. If we look at your country and mine, Latvia has 359 active managers compared to USA with only 53 active managers. I would venture to guess that Latvia I.1 has a higher average AI than USA I.1, that gap would probably become even larger once you start comparing II.1, III.1, etc. There will naturally be a larger number of teams with a higher AI average when a country has 5, 6 or 7 times the amount of managers as a smaller country.
I’ll ask the same in regards to comparing season, how do you figure? If a 150 average AI squad goes 30-0 against similar competition in V.4 and a 500 average AI team goes 30-0 against similar competitors in I.1 are their successes not equal?
The best manager is the one that wins world league.

Well yeah, no measurement is really perfect because this game is far more of a financial sim than a hockey one. It's always been this way.
