Quality: it is how good a player can get with a skill. a max skill (speed for example) a player can get is start EI+ (2*quality).

No. Quality+icetime+league level+stadium is how well they train
Potential is how quickly their training begins to drop-off, and how many total years they have to train.

Quality influences the training of a player. The higher the quality, the higher the training-percentage. As mentioned by jetsdude the training-percentage is also influenced by the amount of ice time and your stadium (training and regeneration facilities) as well as the potential of the player.
As far as I know the league level does not influence the training-percentage, but the higher the league you play in, the more experience your players will get from their ice time.
You can train a player to 2.5 times his quality in an individual skill, after that his training level in that skill will decrease.

Potential indicates how many seasons your player will still be able to train. The potential drops with approximately 6 per season (some drops are 5 but most 6). Players with high potential train more than players with low potential. Once the potential of a player reaches 0, he will not train any more, and when the potential goes negative, the skills of the player will start decreasing accordingly. A player with potential -6 will experience a decrease of 0.06 points of each skill (except self control) during the daily training. With potential -12, it will be 0.12 points and so on.
