good shooters more important - good shooter has a chance to shoot the unstoppable shot, which will beat any goalie.
The teams, that go down to lower league will go there in this way- the 13th and 16th team will go to one league, 14th
and 15th to other. It will secure better allocation of strenght in leagues.
